Tom's pre-construction work starts with the estimator, not the vacancy. Most of the strong ones are not applying to adverts, they are quietly open to the right move, and the roles that suit them are often created rather than advertised. That is the work: knowing the candidate well enough to make the introduction worth a contractor's time. He covers office-based, hybrid and fully remote estimating, which widens the map considerably: a strong estimator in Florida is in play for a job in Texas or the Carolinas without either side pretending relocation is simple.
